* Introduction *

Dear Syndicalists,

this is a short summer-version of the newsletter. It is around 30 C here in
Dresden and probably hotter the further you go south or east.

The list has been quite active in the last weeks, partly due to the 'Deep
Europe' Syndicate workshop in Kassel which brought together more than 20
people from many east and west european countries. Beside the newsgroup and
editorial area on the dX website (http://www.documenta.de/workspace), which
we can continue to use for Syndicate-related discussions, we are also
building up an area on the V2_East website, where all this material will be
kept for documentation.
(http://www.v2.nl/east/archive/deep_europe/hybrid.html) (If you have
photographs or video grabs taken in Kassel, please, send them so that we
can put them up on the site.) Several people have promised to write reports
and 'letters from home'about our time in Kassel which I think was extremely
productive, and nice.

An interesting detail: the Deep Europe workshop did not receive any
financial support from the Soros Foundation, none of the participants got
travel grants or whatever. Given that there were at least 12 people who
could have been eligible, this is quite surprising. (Support came mainly
>from the German Institut fuer Auslandsbeziehungen, and from the APEXchanges
fund.) In a way it was a relief to see that the equation: eastern
europe+culture(/money)=soros, is not necessarily correct any longer.

A reminder again that we are planning the next bigger Syndicate meeting for
the Ostranenie Forum in Dessau/Germany from 5.-9. November. It would be
great if as many of you as possible would come to Dessau in November, so
please do start making yourtravel plans early and get in touch with the
team at <emi@stiftung-bauhaus.de> for information, invitations, etc. The
people in Dessau will be very happy to help with special invitations to
make it possible for people to apply for travel grants etc.

I wish you a good second half of the summer and hope to see you soon,

best wishes,

-a

* DIGITALE
'97 - Digital Dialects
Crossing Borders - Art, Computer and Culture
Cologne: Cinemathek, October 1 - 3, 1997

Cologne in June of 1997. Digital technologies have been increasingly
dictating the conditions of producing art. Numerous partnerships between
computers and film have long been made. International filmmakers,
"artists/developers" and managers will be coming together in the Cinemathek
at the 4th DIGITALE on October 1 - 3, 1997 to discuss the changing
influences of art and economics, technique and aesthetics plus universality
and individuality.

The main focus of the DIGITALE '97 will assess the possible existence of
"Digital Dialects". What influences do regional characteristics have on the
production of moving pictures? Is more hidden behind digital technologies
than their universal applicability? The participants of the DIGITALE '97
will discuss if modern computer technology allows different cultures to
speak a uniquely jargonized audio-visual language. In order to explain this
phenomenon three global regions with large socio-cultural, economic and
political discrepancies were selected: Brazil (Sao Paulo), Japan (Tokyo)
and Russia (Moscow). Each day of the DIGITALE '97 will be dedicated to one
of these countries.

The DIGITALE '97 is organized by the Academy of Media Arts Cologne in
co-operation with Media Kultur Koeln and commissioned by the Ministry of
Economics, Technology and Transport of North-Rhine Westphalia. Responsible
for concept and realization are Prof. Dr. Siegfried Zielinski and Nils
Roeller.

* General Info *

V2_East is an initiative of V2_Organisation Rotterdam, which is aimed at
creating a network of people and institutions who are involved with or
interested in media art in Eastern Europe and which wants to create an
infrastructure that facilitates cooperations between partners in East and
West. With its 'Syndicate' mailing list, website <http://www.v2.nl/east>
and regular meetings, V2_East is becoming an important tool for fostering
ties within the media art community in Europe which makes it increasingly
obsolete to think in term of 'East' and 'West', and which will eventually
make the V2_East initiative itself redundant.

The V2_East/Syndicate is a no-budget network initiative rather than an
institution. <syndicate@AEC.at> is the address of a mailing list which is
dedicated to an exchange of information and ideas relating to the situation
and future development of electronic and media art in Eastern Europe. A
Syndicate-mail archive for messages that are coming in over the list (since
April 97) can be found at: http://www.v2.nl/mail/v2east/
The list members include more than 160 artists, curators, networkers,
writers, festival organisers, etc., from East as well as West European
countries and beyond, who, through the 'Syndicate', are trying to improve
the communication and cooperation between artists and organisations in East
and West. The list was first installed following the initial meeting of the
V2_East initiative at V2_Organisation in Rotterdam on January 21, 1996, at
the end of the second Next 5 Minutes conference. During the DEAF96 festival
in September, we held a V2_East Meeting in which around 30 people from 12
different countries participated. In April 97 the LEAF97 meeting in
Liverpool brought together more than 30 people from across Europe.
