Vice admiral dennis blair apparently twice ignored direct orders
from the white house (via the state dept) to tell indonesian gen.
wiranto to shut down the miltias.  Instead blair reassured the general
of continued US support.  The two meetings were soon followed by a new
US-sponsored "crowd control" training program for the indonesian
military.  The general was reportedly delighted by these meetings, and
an escalation of militia activity in e.timor followed soon after.

Is blair liable for court martial?
