ICG's latest report, a Montenegro Briefing, urges that international
attention focus on Montenegro, where many observers believe Yugoslav
President Slobodan Milosevic will focus his attention after Kosovo. The
report suggests that Milosevic may be banking on NATO continuing to drag
its feet on the deployment of ground troops, allowing him even more time to
concentrate efforts on Montenegro and perhaps lay preparations for a coup
d'état, ousting pro-reform President Milo Djukanovic

ICG's latest report, "Why Will No One Invest In Bosnia And Herzegovina?"
examines the reasons why foreign investment in the Bosnian economy has
failed to materialise on the scale envisaged by donor countries after
Dayton. The report looks at the economic and political reasons for this
problem and offers a series of recommendations for the kind of structural
and political reforms which will be required to place Bosnia's post-war
economy on a sound footing.
