Someone may have already responded to this. But Tarrio was arrested before the insurrection and ordered by a judge to stay out of DC.
Doesn't mean that there weren't other provocateurs. It's quite possible the FBI arranged this so he would have an excuse for not being there in person.

FBI had an agent provocateur embedded, leading the line. Sounds familiar.
