ncc48 stands for 48 hours of non-stop information, documentation,
discussions, reflections, and productions in analog and virtual space. the
topic is "the internet in the context of art". Condensing information is
the intention of ncc48, the congress is the medium. Over a time-line of 48
hours international artists, scientists, theorists, computer experts and
the scheme-team will discuss, report and reflect on topics succeeding one
another in a temporal rhythm and forming the "content back bone" of ncc48.
There will also be concurrent workshops, chats, lectures and presentations
of networkart projects.
The whole programm of ncc 48 is set up as a network of interrelated issues
addressed by the also interrelated designed contributions of all
co-operators, contributors and the audience.

Once again, the metaphor 'web' has to be tested: In which way have the
channels of communication and electronic exchangeable forms changed the
idea of what neighbourhood, seen as a cultural overlapping and

Although the creative process is liberated from the limitations of matter,
it nevertheless is dependent on the medium of the work. Comprehensive
technical knowledge is imperative. Furthermore a theoretical programmatic
grasp of net.spaces is necessary, whereby techno-aesthetics in its severity
places the highest demands. And in the end the question: do the present
instruments of discursive forums (such as mailings lists) suffice or should
we advocate "The Birth of the Net-Gallery" which describes that system of
power, deciding on art and non-art? Probing the necessity of elaborating a
productive and distributive apparatus that is to envelope the net-work of
art (collectors, dealers, curates, critics, ncc48 organizers, etc.).

On November 25th V2_ organises its monthly program Wiretap on the topic of
Navigation in Virtual Space. This program is being held within the wider
framework of V2_'s annual theme Grounding, which examines the impact of
technology on urban space.
During the wiretap artists, software developers and theoreticians explore
navigation systems in virtual space and human-machine interfaces. Navigation
systems in virtual environments are increasingly becoming based on 'motion
tracking' (the registration of movement). We can clearly detect a tendency
to experiment more with interfaces which feel more natural or direct to the
user than the traditional mouse/keyboard interface (the so-called command
interface).
The human body is an excellent point of departure to examine these
developments on a micro- as well as on a macro level. The bio-mechanical
activities of the body, ranging from walking (cfr. SPIN), turning of the
head (cfr. Yves Bernard) and the blinking of the eye (cfr. Andrea Polli and
Neil Wiernik, tbc), are movements we perform daily and thus do not need to
*learn* anew. Proponents of bodily-controlled interaction hold the
assumption that computer technology becomes more accessible and natural for
a larger audience by usage of *corpo_real interfaces* .
- -- so we will probably be focusing here on questions of control,
participation, perception, and that O so lovely interface: the body -
Andrea Polli will perform a 20' solo audio piece with eye-tracking
technology.

Media in Transition: globalization and convergence, an international conference

Terms such as "globalization" and "convergence" increasingly dominate
discussions of our media environment, yet their meanings remain vague
and context specific. Many factors make it difficult to make broad
statements about these trends: The uneven flow of cultural products
across national borders, the still nascent nature of the new media
environment, unpredictable patterns of use and meaning among media
consumers, diverse national histories of cultural exchange or
isolation, an unstable business climate which alternately encourages
and discourages innovation and entrepreneurship.
Many core issues remain to be explored: Will globalization reduce or
expand the world's cultural diversity? Will new technologies empower
international media makers to enter the American marketplace or leave
them more exposed than ever before to U.S. cultural exports? How do
we reconcile the competing forces of media convergence and media
fragmentation that are shaping the current communications
infrastructure? What patterns can we discern among convergent content
and audiences across media forms and international borders? What are
the implications of media convergence not only at the corporate
level, but also at the grassroots level where users are in control of
content, context, and flow?
Two years ago, MIT hosted the first Media in Transition conference,
bringing together an international array of scholars from many
different disciplines to examine the process and consequences of
media change. This year, we invite you back to MIT for the second
Media in Transition conference. As in the first conference, we
encourage reflection across disciplinary boundaries, and among
theorists and practitioners -- a citizenly discourse makes core ideas
accessible to a broad public.
Focusing especially on North American, European and Asian
experiences, the conference will provide a platform for a
historically and culturally comparative analysis of our media past,
present and future. As in the first Media in Transition conference,
presentations and multi-media demonstrations will be framed by
plenary "conversations" in which distinguished panelists will speak
briefly and then participate in extended dialogue with the audience.

In the context of the 5th graz biennial on media and architecture 07-11
November 2001 about 100 works on new media are presented, which document
and reflect contemporary architecture and urban presentnesses. The
connection of these reflections with both conferences Cityscapes –
Imagineering the Urban Condition and Infoscapes – Processing Information
/ Communicating Architecture lets the biennial become a discouvery
journey for people interested in art and architecture.
Out of the large program we want to introduce the conference Infoscapes
and invite you to take part in the biennial in Graz.

Infoscapes presents 26 items and projects by architects, artists,
designers and curators, who have addressed the opportunities for the
mediation of architecture and urbanism offered by the new media.

Nerve Theory creates VidSonic environments that are
immersive, intense and challenging. THE DISCONNECTION MACHINE is
a 45-minute performance that fingers global telecommunications as
the trigger of human disconnection. Disembodied voices, free-
floating images, asynchronous messaging, addiction to amplitude
and data-density, the fragmenting effects of the multi-syndrome,
are distancing people from their sense of place and peace of
mind.
Tom Sherman (U.S./Canada) and Bernhard Loibner (Austria)
have been recording and performing together since 1993. As Nerve
Theory they have performed in Paris, Vienna, Linz, Stuttgart and
