What enlightened self-interest?  Poisoning your customers is not in
anybody's self-interest, enlightened or otherwise.  Again, it looks like
this one guy conned his bosses (and, indeed, himself) into believing
everything was OK; why wouldn't he have conned his gov't bosses if the
utility were purely public?
