Tell Senators to Support Full Funding of CTC and TOP Programs

Andrew:
This is an urgent alert from the Digital Empowerment Campaign....

Tomorrow, July 16th, both the Commerce Justice State Appropriations
Subcommittee and the Labor, HHS Appropriations Subcommittee will mark-up
their FY03 appropriations bills (3:00 PM for Commerce and 5:30 PM for
Labor). The Commerce Subcommittee will decide how much funding TOP will
receive while the Labor Subcommittee will decide how much funding TOP will
receive.

These Subcommittee mark-ups represent the best chance that the Digital
Empowerment Campaign has to attain a high appropriation figure for the TOP
and CTC program. A high dollar figure for TOP and CTC will help ensure that
we have the advantage in future negotiations- at the full Committee level,
on the Senate floor, and in conference with a House version of this bill -
over TOP and CTC FY03 funding.

The Digital Empowerment Campaign must act immediately.

Action Needed:
Please contact the members of the Senate Appropriations Subcommittee on
Commerce Justice State and request that they fund the TOP program at $45
million for FY03.  A list of key Senate contacts

Talking Points:

* All Americans must have technology access and training to participate as
workers, consumers and producers in the 21st century economy.  A technology
literate nation will ensure future economic prosperity.
* The federal government has played a fundamental role in technological
innovations and in demonstrating how these technologies can move people and
communities from poverty to prosperity.
* To help the nation emerge from the recession and sustain economic growth,
the federal government should continue to support community technology
programs, such as TOP and CTC.
* Programs like TOP and CTC
a) encourage dynamic new partnerships between public agencies, community
groups and industry;
b) create technology innovation in poor neighborhoods; and
c) seed self sustaining local community technology initiatives, and serve as
models for corporate, state, local, and philanthropic efforts.
